The HKSAR government should NOT select the head of the bureau or departments from a group of AOs - but: it is hard to imagine any better candidate for the head of government bureau apart from the AOs
- because: apart from the AOs, it seems the no one else has the experience for running a government department
- because: AOs may not be familiar with the operation of the departments
- but: specialty is neither the only nor most important concern in choosing the head of a government bureau or departments
- because: too specialized in the operation of a specific department may limit the person's flexibility, which is important for the head who has to deal with other bureau
- because: the head of a government bureau or department does not work on his own, but with group of officers specialized in various operations of the department needed
- because: leadership is the most important quality for the head of a bureau or department
- but: AOs are more or less familiar with the running of different government departments
- because: AOs are supposed to work in rotation among different government departments
- because: the government bureau is serving the people in the society, it should be operated with people equipped with the specific knowledge for the best efficiency
- because: it is simply counter-intuitive, for example, to pick someone who has no knowledge in medicine (most AOs) to be the head of Food and Health Bureau
